- It should outline how the problem was researched and state for whom it is being solved or investigated.
- It should provide enough background information for a third party to understand the problem.
- It should then give a numbered list of measurable, specific objectives, with each objective covering one clearly defined function or investigation area and avoiding ambiguity.
