    A method for analysing a scenario

    Begin by identifying the digital capability involved. Ask whether the system enables behaviour to be monitored, personal information to be amassed and analysed, or personal information to be distributed, published, communicated or disseminated. These capabilities are central because they can transform information flows and communications in society.

    Next, identify the stakeholders and values involved. Consider individuals, the wider social group, cultural communities, computer scientists, software engineers and organisations. For each stakeholder, ask what benefit they may receive, what risk they may face and what expectations or values may be affected. Do not treat a benefit to an organisation as proof that the proposal is acceptable to everyone else.

    Then examine responsibility. The people who devise algorithms and deploy code have power, so they should consider consequences before implementation. Ask what assumptions the algorithm contains and which moral or cultural values may be embedded in the software. A technically effective system can still create moral, social, legal or cultural problems.

    Building a balanced argument

    A strong response should connect claims rather than produce an isolated list. For example:

    • A digital service may improve communication or provide value.
    • To deliver that service, it may monitor behaviour or collect and analyse personal information.
    • This may conflict with individual expectations or the expectations of a cultural community.
    • The conflict may become more serious when information is distributed widely or when software operates at global scale.
    • Consultation, informed consent and safeguards should therefore be considered before deployment.
    • The final judgement should explain the trade-off between benefits, risks and competing values.

    This reasoning recognises that opportunities and risks can exist at the same time. It also avoids claiming that a single principle always decides every case.

    Applying the Street View hypothetical

    For the remote African village scenario, first consider the service’s possible value. Then ask whether residents understand the proposal and whether informed consent is required or appropriate. Consider who should be consulted, including affected individuals and the community. Examine possible effects on perceptions and behaviours, not only the immediate technical function. Finally, weigh these issues against the commercial value to Google and its shareholders. A well-developed conclusion should state which safeguards or consultations would be needed and why, while acknowledging the competing values involved.

    Legislators in the digital age

    When discussing legislative challenges, focus on the changing scale and capability of digital technologies. Legislators must consider systems that can monitor behaviour, amass and analyse personal information, and distribute information rapidly and widely. They must also address situations where individual, social, legal and cultural expectations do not align. Avoid inventing named laws or claiming that a particular legal rule exists. Instead, explain why changing technologies make it difficult to create suitable responses to new opportunities and risks.

    Before finishing an answer, check that you have covered both opportunities and risks, connected the issue to responsibility, and explained the consequences of scale.
